Cross-dressing man with tattooed horns arrested for flashing

A cross-dressing man was arrested on Friday after people reported him flashing people, according to an Indianapolis Metropolitan Police Department report.

James Sills, 42, was arrested near his home on East Washington Street.



At around 5pm Sills was seen dressed as a woman and showing his private parts to passing cars and people, according to the report.

Sills was arrested on a preliminary charge of public indecency.
