Mother arrested for tying son's hair to railing

Police in Manteca said it's a form of child discipline they've never seen before - a 10-year-old boy found late on Tuesday night tied to a railing by his long hair.

Police were called out to the apartment on Union Road after neighbours heard the boy screaming. His mother, 27-year-old Balbir Kaur, was arrested for child cruelty and quickly posted bail at the San Joaquin County Jail.

Rex Osborn of the Manteca Police Department said the arresting officers were startled at the sight. "These officers are seasoned guys. This is the first time they've seen this kind of discipline," Osborn said. "People can get creative and do what they think is right. But this one here landed the lady in jail."

Kaur is the mother of two children. Both were removed from the home and placed into protective custody.
