I taught Spanish for Spanish Speakers for years, and have been to more than my share of QuinceaƱeras, bautizos, bodas, cumpleaƱos, etc.  I have never seen exactly the dance the guy in the white pants is doing, but I would say you nailed it--Drunken Mexican Dance.  Baile del borracho.
