I'm not entirely sure what's occuring here, but from what I can ascertain, the driver of the green Toyota had previously hit a child and driven off, pursued by two pedestrians. A pregnant lady and her daughter film the incident from a dash-mounted camera in their car.
The action starts 30 seconds in and gets interesting at around the 2 minute mark.
The driver seems to be talking to someone over phone, anyone who can translate?

Driver called 911 on the phone to report the car accident and where it occured. Asked that they come quickly and then went "yes, yes" to confirm the information.
Just to nitpick, the emergency telephone number in Taiwan is not 911 but 110 or 119, also 112 works if you're using a mobile phone. Wikipedia is wonderful, and the world of emergency telephone numbers much larger and more diverse than I had ever thought.
