Multitasking cyclist banned from shopping centre

A man who was caught masturbating while riding his bicycle through a shopping centre has been banned from returning to the scene of the crime. Vlasdimil Kepr, 24, was barred last week from entering Carlton Lanes Shopping Centre in Castleford, West Yorkshire, after being caught cycling through the arcade while performing the solo sex act.

Leeds Crown Court heard how Kepr, of Churchfield Lane, Castleford, was seen masturbating outside the toilets while staring at a lone woman on March 10. Staff recognised the defendant when he returned on April 12, this time riding a mountain bike with his penis exposed.



Prosecutor Gillian Batts said Kepr carried out the sex act in view of female staff working at a cafe, before leaving the centre where members of the public were sitting outside. In defence, the court heard Kepr had no previous convictions for similar offences. Sentencing him, Judge Geoffery Marson QC imposed a sexual offences prevention order and banned him from returning to Carlton Lanes or from entering female toilets and changing rooms.

He said: “The offences to which you have pleaded guilty are serious. They were in a public place and they caused significant distress to women.You did it out of selfish, sexual gratification and it is a dreadful thing to do.” Kepr, who pleaded guilty to one charge of outraging public decency at an earlier hearing at Wakefield Magistrates Court, was given a community order with three years supervision, and ordered to do a 60 day activity.
