The truck has tires that grip the hard surface. The tortoise doesn't. Let's see this on carpet. The tortoise would still lose, but it would be a fair loss.
Also, if you're playing "chase" with a pet or other animal, you should occasionally let them catch it, for their mental well-being.Lurker111
