I hope there horses were OK. When I was in Pennsylvania, some Amish were nearly squished by the car due to being dressed in black, having no lights and no reflectors and being on the road at night.
They have tail and marker lights on the carriages now, they've updated the vehicle codes. Whether it's enough is a different issue. And "head on" is a bit disingenuous and sensational, probably more of an "offset" collision where the horses missed but the cariages clipped each other. Need smarter horses that know to hold their lanes... ;-)
