Some cops in Philadelphia wanted to pull a practical joke on a fellow officer. So they wrapped the officer's squad car in toilet paper and sprayed it with shaving cream.
A local resident decided to videotape their mischievous behavior. Now the officers' practical joke may be making a lot of folks laugh.
The resident has put the video on the popular website 'YouTube'. The police department is investigating the incident.
