Police in Torquay, Devon, are now investigating the film.
Insp Mel Broad, of Devon and Cornwall Police, said: 'A criminal offence has been committed if a passenger is carried in a dangerous manner. This would be classed as dangerous driving.
'Even though Mr Skinner may be a very difficult person for the agencies to deal with, we wouldn't want anybody to get injured in this way.'
