Sombre councillors stood for a minute's silence in tribute to a former colleague they believed had passed away.
In fact 84-year-old Jack Brooks was alive - and calling out bingo numbers at his retirement home.
Members of Stalybridge District Assembly near Manchester were joined by members of the public for last week's tribute.
But when one councillor rang the retirement home for details of funeral arrangements, puzzled staff put Jack on the line.
Jack, who took the error in good heart, said: "I've been ill but I'm not dead."
