Ms Drummond watched helplessly as Bibi, who tried valiantly to doggy paddle back to Brighton Pier, was blown further into the surging water by winds of more than 100km/h.

Lucky for Bibi, Raden Soemawinata stripped down to shirt, pants and socks dived in after the terrified dog.

Mr Soemawinata, 20, was on the pier for a family ceremony to scatter his grandmother's ashes into the Melbourne bay. "It was pretty cold and windy but it wasn't such a hard decision to jump in, it wasn't such a great feat," he said.
