Surveillance video onboard the train shows a white van drive onto the tracks, causing the crash.
The female van driver apparently ran a red light before getting in the wreck, police said.
"It appears she failed to stop for a red signal light," said Phoenix Police Sgt. Tommy Thompson.
Phoenix Fire Department spokesman Dorian Jackson said both the driver of the van and the driver of the train were transported to a Phoenix-area hospital with non-life-threatening injuries.
A passenger on the light rail also received minor injuries. The driver of the van has not yet officially been cited.
