I met a bloke who claimed to have a similar scooter capable of 90mph. I was a little sceptical when he told me it had a 180cc engine which was one of those badly built japanese copies of the Honda Super Cub engine. Those things are underpowered to say the least.
Long story short, GPS recorded the top speed at 45mph. And even at that speed it was almost shaking itself to bits and the slighted bump would initiate a tank slapper.
