Grandmother fined £75 for littering after thread of cotton fell off her glove

A grandmother was fined for littering after a cotton thread fell off one of her gloves in a shopping street.



Valerie George, 71, was stunned when a council environment officer marched up to her and gave her a £75 fixed penalty fine. Valerie lives on a pension of £105 a week in Brynmawr, Gwent.

She said: “It’s ridiculous. I caught my watch on my glove and didn’t even notice the cotton fall.”



Blaenau Gwent Council later withdrew the fine. A spokesman said an offence “was committed” but was “not in line” with priorities.

The problem began when a lot of these ticket-issuing officers started being paid on commission, or given daily targets to meet.... Gave them an incentive to fine anybody and everybody they could, for the smallest transgression.
