Off-duty police officer put head in bucket of urine to win bet

Police Chief Daniel Llewellyn confirmed that an "unflattering" YouTube video of a man sticking his head in a 5-gallon bucket of urine for $450 last week was an off-duty Mentor, Ohio, police officer.

It was off-duty officer Phil Croucher, a 16-year veteran of the department. Llewellyn said Croucher was placed on leave pending a medical evaluation. That evaluation happened on Friday and Croucher was "cleared and has returned to duty."

Llewellyn described Croucher as "an exceptional" officer, saying he has at least 14 documents highlighting his excellent work, including some from Secret Service and the FBI.

Llewellyn said he was "disappointed" by Croucher's poor judgment and the department is working now to develop a clear policy for how officers should act, even when off-duty. Llewellyn said he expects better from his officers, even when off-duty.
