I can think of one serious inconvenience this could cause. A car park near us had this problem and nobody could get in. People were parking there for hours, whereas at the old hourly rate people who got there early stayed all day. People who turned up later couldn't get in.
So it was very convenient for a small number of people, very inconvenient for the majority and apparently inconvenient for the local traders who made a lot less money for two days due to the lack of customers.
