I understand this. For once, I feel like I can actually contribute and explain the madness. She is sensitive to fluorescent lights. I am too. I wear sunglasses in these bright places but it is still not enough. I think the umbrella would be though.
An alternative explanation is that in the States they have no National Health, where people could get medication or treatment for mental disorders. So, as long as they don't do any harm the loons are free to wander, at least until they go apeshit. Then, well, then it makes for a good blog post when their police mugshot ends up on the news!
