It's purely a guess, but could that be some sort of cattle grid/barrier to keep free roaming cows from wandering into the yard? I've seen much smaller and narrower versions built into stone walls here in the west of Ireland.
You'd think so! If cars need to get in sometimes it seems they put the opening in the fence too close together. If cars aren't needed access, then maybe even a turnstile type gate. That way you don't have to worry about the little creatures at the school leaving the gate open.

I wondered that also, but wouldn't it have been easier and cheaper to install a gate?

Cows would have no problems crossing that.
