I don't get the gang thing. In every town I've lived in people just do it for fun. I think cops must say that to justify or create fears. Like there are a ton of old ski boots hanging from the wires in my current area. Heh, you know, from all those marauding gangs of skiers.
There was a 'shoe tree' where people had flung pairs of shoes into the branches of a tree in a park in Leith, Edinburgh (That's Scotland) Police reassured the public it wasn't a gangland sign, just the behaviour of a bunch of arseholes!
