Presumably, the woman had some sort of serious problem preventing her from leaving the room/house. At first, I thought of mental illness (agorophobia?), but then I thought maybe it was a physical disability. But the fact that she stayed there and didn't call for help suggests some sort of consent to that life on her part.
Then there's her partner. He's at least able to go and get her food, so he's physically and mentally capable of getting out, yet he continues to return there to "care" for her (I use the term "care" loosely... proper care would have involved getting her the help she needed). And since he's clean enough to get served food, I suspect he's got another place to bathe. I can't help thinking he wasn't really living there full time. Part of me even wonders if he was keeping her captive there.
Then there's the social services agency and the council housing authority. These people had no heat or lights. Since he's dumping her excrement "in another room," presumably they have no plumbing, either. How is this allowed to happen? I understand these people's privacy needed to be respected, and that they probably weren't requesting the needed fixes, but at some point, you'd think the council would check up on the place...
It's all so sad. I'm glad they got those people out of that house before one or both of them ended up dead. I hope they get the help they need.

They probably thought it was just the general smell of England.
