The Jacksonville Sheriff's Office arrested Syna Lim, 38, in connection with the death of two-year old Amara Ou who was in her care.
An autopsy showed the victim had severe head trauma and bruises on her legs.
Investigators say loop marks on her legs match a wire handle from a fly swatter found at Lim's home.
Police also say Lim's children said they are frequently disciplined with the fly swatter.
