Topless woman arrested on shoplifting charge

A woman suspected of shoplifting literally lost her top on Thursday evening when, while allegedly trying to avoid being handcuffed inside an East State Street store, she "twisted" out of her shirt, police said.

The woman, later identified by authorities as 20-year-old Shaylin B. Phelps of Trenton, fled the store and ran topless down East State Street, police said.

She was arrested a short distance away on North Warren Street, finally handcuffed and directed to lie face-down on the pavement shield her naked breasts until officers could obtain clothing for her.

After a brief foot chase, Phelps was caught on North Warren Street. She was handcuffed and "advised to stay face down to cover for being topless. Internal affairs detectives (then) arrived at the scene and provided the suspect with a sweater to cover her body," police said.
