Why didn't someone "wheel-barrow" the attacking dog or grab the loose skin around it's neck until it stopped shaking it's victim, causing further injury? Nobody deserves to own a dog unless they know what to do in circumstances such as these. Had they stopped hitting the animals the attack may not have lasted so long.
