From what I can ascertain, this happened recently in a rural area of Λάρισας (Larissa) in Greece. I was unable to establish how exactly the goat managed to get where it was.
I presume the cables are suspended from tall poles on either side of the hillside, but at the crest of the hill it's not a huge distance from the ground to the wires. After that, a jumping goat? Goat in a tree?
I saw a goat in a photo similar to this some time ago and the explanation given was that the cables had been lowered to the ground (for reasons I can't remember) over a large area, and when they were pulled back up, the goat was in the way and got snared by the horns. It was explained far more convincingly than I just managed.

Goats are tough. Just popped up and left after hanging.
